On the afternoon of July 21, Bolivian de facto authorities publicly reported that the property known as the “Collaborator Clinic”, owned by the Republic of Cuba, which was violently raided by the police authorities on November 15, 2019, would be authorized in the next few days for the care of Bolivian citizens sick with Covid-19.
This unilateral decision, which is presented as a humanitarian act, constitutes a violation of the rights that assist the Republic of Cuba as the legal owner of the aforementioned property, and is preceded by ignorance of the rules of International Law and the incessant campaign of lies and misrepresentations against Cuba, in particular against the medical cooperation that our country provided in Bolivia, a campaign that this Ministry denounced in its statement of January 25, 2020.

It should be remembered that, in November 2019, the Bolivian authorities, with the leadership and support of the US Embassy in La Paz, detained several Cuban health collaborators under false accusations and carried out searches and searches of their homes, while they publicly incited violence against our health personnel. That campaign has not stopped and has been used for internal electoral purposes.
The facility that the Collaborator Clinic occupies was purchased and expanded by the Cuban State, in strict compliance with Bolivian legislation. It is located at 22 street, Enrique Herson corner No. 163 of the Achumani area, city of La Paz. According to Resolution 0410, of April 4, 2007, of the Bolivian Ministry of Health, in correspondence with the powers conferred by Law Number 3351, of February 21, 2006, that Ministry authorized the operation of the assistance center, for the care of Cuban professionals who collaborated in the health and education sector.

It includes a 2-storey house and a subsequently built 3-story building. The small facility has 13 hospital beds inside, 6 of which are for hospitalized patients, 4 for observation and 3 for intensive care. It was part of the 158 health facilities in which, by virtue of the 1985 Scientific-Technical Cooperation Agreement in the health area between the governments of Cuba and Bolivia, and its subsequent updates, 18,015 Cuban health professionals They offered the Bolivian people brother 73 million 557 thousand 935 medical consultations, performed one million 533 thousand 016 surgical interventions, of them 727 thousand 138 ophthalmological, and performed 60 thousand 792 deliveries. As a result of this collaboration, 5 184 young Bolivians have also graduated from medicine in our country.
In Bolivia, Cuban health collaborators provided their services in 34 Comprehensive Community Hospitals, 119 Comprehensive Community Centers and 5 ophthalmological centers, distributed in the 9 departments, 28 provinces and 42 municipalities of the country.

After the said search, the Bolivian authorities acting have arbitrarily prevented the staff of the Cuban Embassy from accessing the Collaborator Clinic.
The Cuban Government has demanded the immediate re-establishment of the rights that assist it as the legitimate owner of the aforementioned property, through diplomatic notes number 1079/20, of the Ministry of Foreign Affairs of the Republic of Cuba, of April 13, 2020; and number 26/20, of June 18, 2020, of the Cuban Embassy in La Paz, respectively, without having received any response.
We have followed with attention the tragic moment that the Bolivian people are going through, which suffers from the more than sixty thousand infected and more than two thousand deceased due to the SARS-CoV-2 -Covid-19 virus, according to official data. The Bolivian health system has not been able to effectively cope with this pandemic, reaching the brink of collapse. Unfortunately, doctors and health personnel have been infected and have died, among which are several young Bolivians graduated from the Latin American School of Medicine (ELAM) in Cuba, who worthily fulfilled their duty.
In this context, multiple Bolivian organizations and citizens have approached Cuba publicly and privately, to request support from Cuban health personnel and medications that have demonstrated their effectiveness in patients infected with the virus. Many have recalled the contribution that the presence of the Cuban Medical Brigade that provided services in Bolivia would have made, until the coup d’état took place.
The generous Cuban people do not renounce their altruistic vocation. Aware that the fight against the Covid-19 pandemic requires urgent and joint efforts of cooperation and solidarity and, without renouncing ownership of the Collaborator Clinic property and the rights that as legitimate owner, the Cuban government makes its use available to assist the sick of COVID-19 for the duration of the crisis situation caused by this pandemic in Bolivia to the brother Bolivian people.
